You can connect to your server by a FTP Manager we recommend WinSCP. Once you open WinSCP, enter your servers IP in the hostname and for the port enter your servers port which can be found in the panel. After that enter the username and password that you have entered to log into your panel.
Based on your question we are going to assume that you are reffering to a Gameserver VPS, If people are not able to connect to your server first check network in the panel and make sure your server is reciving incoming traffic, if it is see if its sending traffic out. If all of that is good then we would recommend going to the Network breadcrum in the panel and click reset.
